Management of the implementation of water supply and sewage systems in 4 municipalities on the northern coast of São Paulo – Caraguatatuba, Ubatuba, São Sebastião and Ilhabela.

This place is confined between the Serra do Mar and the Atlantic Ocean, forming an area that spatially articulates as narrow and elongated. Its characteristics impose legal and environmental restrictions on its territorial occupation process.
Implementation of the program in an intensely urbanized region, with disorderly, irregular occupation, without urban infrastructure and located on the slopes of the Serra do Mar State Park, with approximately 1,987 km² of area and 212 km of extension, of which only 19.5% are subject to occupation.
In the 1st Stage of the Program, from 2007 to 2018, approximately R$2 billion was invested, increasing the service coverage index from 62% to 81% in Baixada.
In the 2nd Stage, started in 2018, with a reach until 2025, investments of more than 1.4 billion are planned to cover the collection jump to 92% in the region, including the North coast, and aiming to maintain the treatment of 100% of the collected.
Considered the largest environmental sanitation program on the Brazilian coast, since 2007 the Clean Wave Program has been expanding the collection and maintaining 100% of sewage treatment collected in all municipalities of Baixada Santista.
